From Helen Walker's testimony on page 38: "People with solar panels 22· ·are charged two opt-out fees.·" Does this mean that customers in MA who have solar installations that send power back to the grid are allowed to Opt-Out? In RI they can't. Here is the (weak) explanation I found from the RI PUC. It's on pages 5-6. I thought the name Acadia Center sounded familiar. Here they are in testimony July, 2023 to the RI PUC prior to the PUC's decision to authorize RI Energy's AMF infrastructure proposal.
